Bailouts and excise taxes for wooden arrows designed for children

From a three page 'give all ye have to King Henry' bill to a 451 page bailout behemoth (pdf) - the bailout proposal has come a long way and is being voted in the Senate tonight. I am actually tired of laying out its defects (I laid it out here, here and here). As reported by dealbreaker first, the section on excise tax for certain wooden arrows designed for use by children in the bill makes no sense. No, I am not kidding. If you go to page 300 and 301 of the bailout bill you will find it. Indications are that this is going to pass - warts and all.
